BALTIMORE — President Joe Biden plans to return to Baltimore next week to highlight his administration’s investments in infrastructure and his “pro-union” record, The Baltimore Sun has learned.

He plans to tout the effects of the 2021 Bipartisan Infrastructure Law, according to an administration release provided in advance of the announcement.

The administration has previously announced more than $13 billion for projects across Maryland, including Amtrak’s Frederick Douglass Tunnel and upgrades to Baltimore Washington International Airport.

Details of Biden’s visit were not yet available.

Biden has visited Baltimore frequently, including following the collapse of the Francis Scott Key Bridge that killed six construction workers and crippled activity at the Port of Baltimore in March.

He pledged then that his administration would help clear the channel and secure full federal funding for the bridge replacement, saying that 15,000 jobs depend on the port. “We’re going to do everything we can to protect those jobs and help those workers,” he said in March.

In 2021, Biden visited the port following passage of the administration’s infrastructure legislation intended to improve roads, bridges and transit systems as well as upgrade ports.

At that time, American ports, particularly along the West Coast, were experiencing supply chain issues as business ramped up following the coronavirus pandemic.

Biden, a Democrat, has had a close relationship with Baltimore, a solidly blue city that has embraced his proposals to upgrade aging infrastructure. In 2023, he came to the city to highlight a $6 billion, federally-funded project to replace a 4-mile section of Amtrak’s Northeast Corridor, including Baltimore’s mile-long, 19th-century B&P Tunnel near Penn Station.

Years ago, Biden’s father and grandparents lived in Charles Village, a fact Biden imparted to a Baltimore Sun reporter during a White House reception last year.

“I’ve got family from Baltimore,” Biden said. “They call it Bal-mer, right?” he said, doing his best to strike a Baltimore accent.
